Terms of Service

These Terms of Service ("Terms") govern your access to and use of Govermate, a service operated by Pace Online (Pty) Ltd ("Govermate", "we", "us" or "our"), at https://www.govermate.com and any related applications, alerts and services (together, the "Service"). By creating an account, subscribing, or otherwise using the Service, you agree to these Terms. If you do not agree, do not use the Service.

1. What Govermate is — and is not

Govermate is an independent information service that aggregates, organises and publishes publicly available data about South African government opportunities — tenders, requests for quotation, public-service vacancies, government gazettes and published budgets — and links each listing back to its official source.

You must understand the following before using the Service:

We are NOT a government body, organ of state, or public entity, and we are not affiliated with, endorsed by, or acting on behalf of any government department, municipality, or state-owned entity.
We are NOT a pay-to-apply service. We never charge you to apply for any tender, post or opportunity, and government does not charge you to apply either. Anyone who asks you to pay to apply for a government tender or job is a red flag.
We do NOT submit applications, bids or tenders on your behalf, and we do not promise or guarantee that you will win any tender or be appointed to any post.
We are an aggregator and signpost. The authoritative version of every opportunity is the one published by the issuing body. Always verify the details on the official source before you act.

2. Eligibility and accounts

You must be at least 18 years old and able to enter into a binding contract under South African law to use the Service. By registering you confirm that you meet this requirement.

You are responsible for the information you provide, for keeping your login credentials confidential, and for all activity that occurs under your account. Tell us promptly if you suspect unauthorised use of your account. You may not share, sell or transfer your account or subscription to anyone else.

3. Subscriptions, billing and renewals

Parts of the Service are offered on a paid subscription basis. Current plans are:

Pro Citizen — R79 per month.
Pro Opportunity — R299 per month.
Analyst — R1 499 per month.

Prices are in South African Rand (ZAR) and are inclusive of VAT where applicable. We may change plan pricing or features from time to time; changes will not affect the price of your current billing cycle and we will give you reasonable notice before any change takes effect on renewal.

Payments are processed by our third-party payment partner, Paystack. We do not store your full card details. By subscribing you also agree to Paystack's terms for the processing of your payment.

Subscriptions renew automatically at the end of each billing cycle (monthly, unless stated otherwise) at the then-current price, using your saved payment method, until you cancel. Where we offer a free trial, your paid subscription begins automatically when the trial ends unless you cancel before then.

4. Cancellation and refunds

You may cancel your subscription at any time from your billing settings or by contacting us at support@govermate.com. Cancellation stops future renewals; your access continues until the end of the billing cycle you have already paid for, after which it ends. We do not, as a general rule, refund the unused portion of a cycle that has already started.

Nothing in these Terms limits your rights under the Consumer Protection Act 68 of 2008 ("CPA") or the Electronic Communications and Transactions Act 25 of 2002 ("ECTA"). Where South African law gives you a right to cancel, to a cooling-off period, or to a refund (for example, where a service is materially defective, not supplied as agreed, or covered by a statutory online-transaction cancellation right), those statutory rights apply and prevail over anything to the contrary in these Terms. To request a refund, contact us with your account details and the reason for your request.

5. Acceptable use

You agree not to:

use the Service for any unlawful purpose or in breach of any applicable law;
scrape, harvest, resell, redistribute or commercially exploit the listings or data except as expressly permitted by your plan;
attempt to gain unauthorised access to the Service, other accounts, or our systems, or interfere with or disrupt the Service;
use automated means to access the Service in a way that places an unreasonable load on our infrastructure, or that circumvents access controls or rate limits;
misrepresent your identity or your relationship with any organisation.

We may suspend or terminate your access if you breach these Terms or use the Service in a way that harms us or other users.

6. Accuracy and no warranty

We work hard to gather opportunities from official channels and to stamp each listing with a verified-on date and a link to its source. However, government data changes constantly, sources contain errors, and closing dates and requirements can change without notice.

The Service is provided "as is" and "as available". To the maximum extent permitted by law, we make no warranty that listings are complete, accurate, current, or fit for any particular purpose. You must independently verify every opportunity on its official source before relying on it, submitting a bid, accepting an alert, or making any decision. We are not responsible for any tender, deadline, requirement or opportunity that is missed, changed, withdrawn, or misstated at source.

7. Agentic features and user responsibility

Govermate is designed as an agentic service. It may summarise listings, route questions, recommend opportunities, prepare support context, remember preferences, and act on requests you make through the Service. This includes AI-generated answers in chat and search, which are produced by automated language models: they can be incomplete, out of date, or incorrect, they may not reflect the latest status at source, and they must be independently verified against the official source before you rely on them. Agentic and AI features are intended to assist you, not replace your judgment or create a government, legal, procurement, tax, career, or financial adviser relationship.

When Govermate acts for you, the Service records the surface, context, tools, model/provider family, user confirmation state where applicable, and outcome in system logs so that the action can be debugged and audited. You remain responsible for checking official sources and reviewing any generated content or recommended action before relying on it.

8. Limitation of liability

To the maximum extent permitted by South African law (and subject to any rights you have under the CPA that cannot lawfully be excluded), Govermate and its directors, employees and partners will not be liable for any indirect, incidental, special or consequential loss, or for any loss of profit, business, contracts, tenders, or anticipated savings, arising out of or in connection with your use of, or inability to use, the Service. Our total aggregate liability to you for any claim arising out of these Terms or the Service will not exceed the total amount you paid us for the Service in the three (3) months immediately before the event giving rise to the claim. Nothing in these Terms excludes liability that cannot lawfully be excluded.

9. Intellectual property

The Service, including its design, software, branding, the "Govermate" name and logo, and our curation, organisation and presentation of data, is owned by us or our licensors and is protected by law. The underlying public government data is not owned by us. We grant you a limited, non-exclusive, non-transferable, revocable licence to access and use the Service for your own lawful purposes in accordance with your plan. You may not copy, modify, distribute, or create derivative works from the Service except as expressly allowed.

10. Changes to the Service and these Terms

We may update, change or discontinue parts of the Service, and we may amend these Terms from time to time. When we make material changes we will update the "Last Updated" date above and, where appropriate, notify you by email or in-app. Your continued use of the Service after changes take effect means you accept the updated Terms.

11. Governing law and disputes

These Terms are governed by the laws of the Republic of South Africa, and you submit to the non-exclusive jurisdiction of the South African courts. Please contact us first so we can try to resolve any dispute directly. You may also have recourse to the consumer protection mechanisms available under the CPA.
