Selected councillors are announced at assemblies, sign an agreement and acceptance letter, and may be tutored by outgoing/current councillors. Phase 1 councillors assume official and independent responsibility during the last two weeks of the year preceding their official duty, and Phase 2 councillors assume responsibility in Term 2 once confident.

If a learner was unsuccessful in Phase 1, they may re-apply for councillorship at the end of Term 1 by completing Phase 2 re-application forms. The top 5–10 learners are considered and between 5 and 10 councillors may be selected if vacancies exist.
