Black-owned agricultural and community enterprises can apply for access to water from the Greater Brandvlei Government Water Scheme, which supplies water through the Breede River from Nekkies Bridge to the Zanddrift offtake weir. Applicants must first submit a pre-application to the Breede Gouritz Catchment Management Agency (BGCMA), undergo a verification process, and join the Central Breede River Water User Association if approved. The BGCMA will assist eligible applicants in using the online e-WULAAAS platform to complete their licensing.

- How to act on it:
- Submit an executive summary of the intended water use to the Breede Gouritz Catchment Management Agency (BGCMA) via phone or in person at their office address. After verification, receive assistance from BGCMA to complete the application on the e-WULAAAS platform.
Water users can request to set up payment arrangements for outstanding water resource management charges. Each case will be considered individually based on its merits, helping to prevent accounts from falling further into arrears and supporting the agency's ability to carry out its mandate.
