Small Ipp Programme

This document is a case study by the Development Bank of Southern Africa describing the Small Projects Independent Power Producers Procurement Programme (SPIPPP), established by the Department of Energy to enable small and medium enterprises (SMEs) to participate in renewable energy generation. The programme targets projects between 1 MW and 5 MW and has already selected preferred bidders in two bid windows. Challenges include difficulty accessing financing due to SME status and high transaction costs. The DBSA proposes an interest rate subsidy intervention to help close the gap and ensure successful project completion.
