Access to the Alternative and Blended Finance (ABF) Framework
The Western Cape Government provides a structured framework that guides departments in identifying, selecting, and implementing alternative and blended finance instruments for infrastructure and social projects. It enables departments to unlock new sources of capital while complying with fiscal laws and maintaining sustainability.
The ABF Framework gives every WCG department a single, legally-anchored guideline for identifying projects, selecting the right instrument, sharing risk prudently and unlocking ‘new money’ without jeopardising fiscal sustainability.
