What this means
This document is the Government Gazette publication of the Broad-Based Black Economic Empowerment Act, 2003 (Act No. 53 of 2003), assented to by the President on 7 January 2004 and published for general information on 9 January 2004 (Gazette No. 25899). The Act establishes a legislative framework to promote broad-based black economic empowerment, including defining the concept, setting objectives, and requiring the Minister of Trade and Industry to issue codes of good practice and publish transformation charters. It also establishes the Black Economic Empowerment Advisory Council, sets out its functions and composition, and provides for a strategy, support services/funding, regulations, and the Act’s short title and commencement.
