Circular 21 of 2026 is a weekly public service vacancy circular (published except during December) that lists advertisements for vacant posts and jobs in South African Public Service departments. It instructs candidates to apply using form Z83 with complete particulars and to submit applications to the department where the vacancy exists, indicating the vacancy reference number, and it directs candidates not to approach the Department of Public Service and Administration for advertisement-specific information. It also instructs departments to bring the circular to employees’ attention, inform employees declared in excess, assist excess candidates to apply timeously, and apply Employment Equity Act provisions (sections 15 and 20) where vacancies are identified to promote representativeness.
