Environmental Management Plans (EMPs/EMPrs) required for REIPPPP bid submissions (environmental authorisation requirements)
For Renewable Energy projects procured under the REIPPPP, bidders must prepare and submit Environmental Management Plans (EMPs or EMPrs) as part of their bid submissions, to identify, assess and mitigate construction, operational and decommissioning impacts of renewable energy technologies including solar PV.
In compliance with the National Environmental Management Act, bidders are required to prepare and submit Environmental Management Plans (EMPs or EMPrs) as part of their bid submissions.

Renewable Energy projects procured under the REIPPPP and/or related programmes must, at bid submission, show that they have valid Environmental Authorisation and comply with applicable environmental and waste-management legislation.

The Department is conducting a study to develop a framework (informed by international best practice) for recycling and repurposing key equipment including solar PV panels, and it will incorporate the study’s recommendations into contractual frameworks for projects procured under the IPPPP; the study will also consider beneficiation opportunities for communities and businesses to participate in recycling and repurposing across the value chain.
To strengthen the end-of-life management of renewable energy technologies, the Department is conducting a study to develop a framework, informed by international best practice, for the recycling and repurposing of key equipment associated with wind, battery energy storage systems and solar PV panels.
