Issuing of cell phones for ad hoc use
The municipality may issue cell phones for temporary or ad hoc use. These are provided through the Corporate Services Department and are not intended for permanent use. The recipient must return the phone once the temporary need ends.
If any provided cell phone requires repairs, servicing or replacement, the Corporate Services Department may issue an issued cell phone referred to in section 3 below to the recipient for temporary use pending the completion of servicing, repairs or replacement, provided that such issued cell phone is not required for the purpose contemplated in section 3.

Provision of municipal cell phones for permanent use
Councillors, fixed-term performance-based contract employees, and permanent employees may be provided with a cellphone by the municipality at no cost to them. The municipality covers the monthly rental, fixed costs, and airtime charges up to a specified limit. The phone remains the property of the municipality and must be returned when the recipient stops serving or working for the municipality.
Councillors, fixed term performance based contract employees and permanent employees as determined by the user department's HOD of the Municipality (such councillors and staff being referred to as "recipients") will be provided with cell phones (such cell phones being referred to as "provided cell phones") at the expense of the Municipality, which shall also pay the monthly rental and other fixed costs associated therewith, and shall also pay usage or airtime charges up to the total amounts stated.
